Creating an ENS declaration

Before you start

Information you will need about your movement before completing an ENS declaration:

  • Location of Loading and Unloading
  • Mode and identity of the transport
  • The relevant party details (e.g. Consignor, Consignee etc.)
  • Customs office of arrival, and expected date/time of arrival
  • The countries the goods pass through on their way to the UK
  • Seal numbers, if appropriate
  • Goods information, e.g. commodity code, description, mass, packaging, UN dangerous goods code

Create the declaration

  1. Log into the ClearPort Dashboard
  2. Navgate to Safety & Security > Declarations
  3. Click on:
    1. Create to start with a blank declaration
    2. Upload to upload data from a CSV file
    3. Create from Template to begin with an existing template
    4. Create from Import(s) to populate a new declaration with data from a CDS import
  4. Complete each field according to the guidance in Data Fields
  5. Click Save
  6. When ready, click Submit to send the declaration to HMRC
  7. After a minute or two you should receive a response, either:
    1. Accepted,
    2. Rejected, or
    3. Do not load
  8. Download a PDF summary of the ENS by clicking PDF

Amending a declaration

After an ENS declaration has been submitted and accepted, it can be modified to update any fields that have changed or that have been entered incorrectly.

  1. Navigate to the declaration
  2. Click Amend
  3. Make the required changes
  4. Click Save
  5. Click Submit Amendment
  6. After a minute or two you should receive a response, either:
    1. Amendment accepted,
    2. Amendment rejected, or
    3. Do not load

Cancelling a declaration

ENS declarations cannot be cancelled. When goods will no longer be shipped, it is not necessary to inform HMRC.
